With the recent proposed changes made to Regulation 28, in particular around increasing limits on the amount funds can invest in infrastructure and clarifying definitions on infrastructure, we considered what appears to be proposed and whether it will be a sound investment opportunity from a risk/return perspective?

  • Should pension funds take advantage of the government’s increased limits to allocation in infrastructure? If so, how practical is it to do so?
  • What challenges continue in terms of availability of suitable infrastructure investments and/or solutions?
  • Can this be seen as a form of prescription by the back door?
  • Will there be an increased supply of suitable infrastructure investments in coming years and could this potentially create market dislocations with negative consequences for pension funds?
  • Will investing in infrastructure provide sufficient returns and diversification benefits, and to what extent should any portfolio be regional/global rather than domestic focused?
  • What are the key governance challenges and risks to investing in infrastructure?
  • How do you consider ESG issues when investing in infrastructure?
  • How can schemes be collaborating more effectively to take advantage of infrastructure opportunities?
